FEDERAL CONSTRUCTION PROJECT MANAGER

Position Description

Federal Construction Project Manager
Salary Range $115,000 – $150,000

Position Description: Federal Construction Project Managers are the face and voice of Gideon with our government clients. The expectation is that they possess the skills to do so in an articulate, professional, and knowledgeable manner. The ideal candidate should be able to fiercely protect the company’s interests while maintaining a good relationship with the client.
Reports To: Director of Operations
Essential Duties: Proven experience in a senior leadership role within the construction industry, with specific Government construction experience.

  • Promptly address all contract/government issues on the project, informing Sr. PM and/or Director of Operations.

Strong financial acumen with experience managing project finances.

  • Update all project health information for tracking by upper management.
  • Work with team to manage change orders effectively, no T&M.
  • Update the project budget biweekly at a minimum.
  • Ensure timely and accurate submission of monthly pay request documents and complete End of Month spreadsheet by the due date.

Demonstrated ability to build and maintain relationships with clients, subcontractors, and other stakeholders utilizing interpersonal understanding, conflict resolution abilities as well as concise communication skills, both written and verbal, with a high degree of accuracy and efficiency in output.

Possess an in-depth knowledge of federal construction processes, methodologies, and project management.

Demonstrate the ability to analyze construction drawings, specifications, and other project documentation.

Have a sense of urgency when tending to field issues, providing strategic solutions to keep projects on track.

Manage the field teams’ operational engagement by ensuring they are trained, supported, and held to the successful fulfillment of individual performance indicators (TaCS).

  • Conduct weekly internal meeting with Gideon team utilizing Procore’s template agenda and minutes.
  • Ensure all site supervisors are performing in accordance with their job descriptions. Provide guidance as necessary.
  • Our leaders set the tone. Set the standard and lead by example.

Coordinate projects start up, pre-con submittals, build and maintain baseline schedule, execute buyout including contract and subcontract distribution, work closely with field team and client to ensure smooth project execution. Update job reports with work progress, costs & billing, scheduling updates timely closeout.

  • Ensure all pre-con submittals are approved prior to scheduled mobilization date.
  • Strategic buy-out of all scope of work related to the project.
  • Initiate all work orders, service orders, and purchase orders necessary for the project.
  • Ensure the master schedule (p6) is updated at least monthly.
  • Implement cost reduction strategies without compromising quality and safety standards.
Qualifications: Minimum of five years of Department of Defense (DOD) federal construction experience Knowledge of construction costs, scheduling, estimating and engineering principles and techniques, as well as accounting principles.  Familiar with various construction methods and materials, their characteristics, installation procedures and tolerances.

Required Skills:

  • Strong background in Government construction as a Project Manager
  • Must have strong computer skills and familiarity with Microsoft Office Suite and Procore.
  • Familiarity of Primavera P6.
  • Strong verbal and written communication skills are a must.
  • Must be able to travel on a limited basis.

Position Description: Leads, directs and coordinates the work of subcontractors and employees. Responsible for ensuring safety, schedule delivery, quality of work performed and adherence to the project budget.
Reports To: Project Manager
Essential Duties: Supervise, inspect and ensure seamless day to day schedules and operations of employees and subcontractors.

Work with Project Manager in assisting in the development, monitoring, updating, communicating the project schedule and periodic revisions. Responsible for creating and distributing 5 week look ahead schedules

Oversee work among trade partners to promote a coordinated schedule/operations. Resolve problems regarding procedures, precedence, design clarifications and equipment schedules.

Communicate with owners and architects/engineers in connection with field issues. Investigate and resolve.

Key Working Relationships: Must be able to work with government and non-government personnel in a professional and clear manner. Be able to work with different trades and construction focuses to ensure a quality environment without limiting the trades ability to complete work. Must be able to properly communicate over the phone and in writing to upper management to include Subcontractors, Suppliers, Onsite Staff, Owners, other PM’s, Superintendents, and Corporate Safety

Manage the work to ensure compliance with and conforms to the approved contract documents.

· Coordinate all Construction Quality Control and Site Safety and Health Officer (CQC/SSHO) responsibilities with the assigned QC and SSHO manager.

· Work with QC to ensure that the proper meetings are conducted, documented, and paperwork submitted per contractual obligations. Assist QC to monitor quality of workmanship on site.

  • Work with Safety Manager to ensure that all rules and procedures are being followed.
Qualifications: Must have three years of Department of Defense (DOD) construction experience. Must be able to manage projects successfully to completion, on time and within budget.

Position Description

TRAVELING SITE SAFETY HEALTH OFFICER (SSHO)
Salary Range $93,600 – $135,200

Position Description: Site Safety & Health Officer (SSHO) is responsible for the development and/or review of the Accident Prevention Plan, activity hazard analysis’s, on site safety education, toolbox safety meetings, all around safety compliance of the project, and a proactive attitude towards solving difficult site-specific safety issues. SSHO is responsible for managing, implementing, and enforcing the project Accident Prevention Plan.
Reports To: Project Manager
Essential Duties:
  • Conduct job hazards analysis to identify hazards and potential risks.
  • Complete safety audits and ensure remedial action as necessary.
  • Implement and enforce accident prevention plans and ensure contractor compliance.
  • Maintains quality control by conducting daily safety walks and health inspections on the jobsite.
  • Develop site-specific safety programs/plans to include emergency actions response, evacuations and security plans.
